Zemstvo  Name given to the locals posts and stamps of towns and districts in Russia beyond the scope of the Imperial postal services .They were prevalent from about 1865 through to the Revolution in 1917, with the most issues in the decade from 1890-99 (793 stamps). Indeed, during this entire period from the start of modern stamp issues through to the 1917 revolution, the number of zemstvo issues were vastly greater than the number of regular issues (probably because of the large number of regional bodies all issuing zemstvo type stamps )
